    Cops killed him, who knows for what, maybe he wanted to speak about dirty cops and their selling drugs. Even if he killed himself, cops are guilty for that, but gold member of HA can not be soft and I don't think he killed himself. Unfortunately, HA care about business, they will never shoot cops, so, his death will stay without revenge. They could find outsider and pay him to shoot cop, in that way, nobody can connect it with HA. There are many poor immigrants who came to DK and they would shoot for money. Outsiders/newcomers are not connected with PET and action would be successful.
