Feds: Hells Angels member charged after discovery of more than 12 pounds of meth

Federal charges were filed Monday against two Anchorage residents — including a purported Hells Angels member — after a joint task force uncovered more than 12 pounds of methamphetamine and some $25,000 in cash during a raid on Friday.

According to the criminal complaint filed Monday in U.S. District Court for the District of Alaska, a search conducted on a South Anchorage apartment occupied by Charles "Pup" Phillips and Lois Latrilla Phillips turned up 120.9 grams of what investigators report tested positive for methamphetamine. Authorities also discovered $24,924 in cash, digital scales, psilocybin mushrooms,various pills, needles, and baggies, all believed to be used for the distribution of narcotics.

Law enforcement simultaneously conducted a search of a commercial dog kennel and dog day care center located at 11801 Old Seward Hwy., where Charles and Lois Phillips had been observed by investigators accessing a CONEX shipping container behind the property.

A search of the CONEX found 5,581 grams - approximately 12 pounds - of a substance that also tested positive for methamphetamine. Documents show another digital scale and a "pay/owe ledger" — containing dollar values and drug quantities — were discovered as well, in addition to documents and photo identification of the accused.

Charles Phillips was on supervised release at the time of his arrest, stemming from a previous federal conviction in Anchorage for possession of a controlled substance. Before that, he also recorded a State of Alaska felony conviction for Misconduct Involving a Controlled Substance.

Charles "Pup" Phillips and Lois Latrilla Phillips face charges of possession with the intent to distribute 500 grams or more of a substance containing detectable amounts of methamphetamine. The U.S. Attorney's Office was not immediately available for comment Monday.
